Off campus, a licensed resource is reached through the institution’s proxy: you sign in here, the proxy presents the institution to the publisher, and the publisher serves the article.
That is a different mechanism from signing in to the portal itself, which talks to the university’s own identity provider. The two are separate services and they fail in different ways, which is why the failure page names the step that stopped.
