An embargo blocks the file and never the record. Your title, authors, abstract and the date the embargo lifts stay visible, because a thesis nobody can find is not protected, it is lost.
The licence you choose decides what a reader may do with the file afterwards. It can be changed later by asking the repository team, and changing it does not create a second record.
